`local_reproducible_output()` and `getOption("lifecycle_verbosity")`

I tried

withr::local_options(lifecycle_verbosity = "error", .local_envir = testthat::teardown_env())

in setup.R to no avail, apparently because local_reproducible_output() unconditionally sets options(lifecycle_verbosity = "warning") . Should we keep the "error" setting if it is set, to support stricter regimes?

It currently unconditionally overwrites all the existing options/envvars, so I don't think we'd want to change that just for lifecycle, and I don't think we'd want to change the behaviour of all options/envvars because it's too much work to evaluate the implications of that change.

Isn't that contradictory to what the current documentation (https://testthat.r-lib.org/articles/special-files.html#setup-files) says?

The setup.R example given there is

op <- options(reprex.clipboard = FALSE, reprex.html_preview = FALSE)

withr::defer(options(op), teardown_env())

That example would imply that setting options in setup.R should work.
