Setting local time

set_locale might fail because Sys.setlocale(category = "LC_TIME", locale = "es_ES") might not be able to set it Sys.setlocale(category = "LC_TIME", locale = "es_ES.UTF-8") might work but...
This affects the website exploring the BOE

I think this was recently addressed in R-devel so maybe it is just a matter of time to test again
