Load Balancer configuration does not respect the MaxProducers/MaxConsumers per connection

Describe the bug

This fix #456 solves #458, but it is not completed yet.

The client should peek an existing connection before creating a new one

Reproduction steps

Create a load balancer configuration wiht MaxProducers/MaxConsumers per connection and check from the UI that the client will create ~ a connection for producer/consumer

Expected behavior

Follow the MaxProducers/MaxConsumers per connection
