Handle Chef 14 deprecations and warnings

The windows resources and build_essential at least throw a warning.

Currently we need to support Chef 13, so this may have to be solved later. Perhaps do a 3.0.0 release in time for Chef 15, drop support for Chef 13 and don't use the deprecated things.

The testing is now done with Chef 13.8.5, so that'll have to be changed for the Gemfile and spec_helper.

.foodcritic has some rules skipped related to this, so clean those too.
