Set up performance test

For the performance speed test we need to set up some Raiden nodes with a specific topology and funded channels. Those need to be at specific regions and have to have the topology

A - B - C - D

where

A and D are located in one country and B and C in another. All of them in Europe.

Additionally, a little script needs to be prepared to start several payments.
