Site area does not display

I have upgraded both the October CMS platform and the Translations plugin, but the sites area does not appear and several menu items display placeholder text rather than actual values. I have been able to set the primary website to English in the Site Definitions control panel, but I see nowhere to set the values of the various menu items. I can probably do that directly in the database, but I suspect that there is supposed to be a dashboard for that. What might I be missing? What do you need to see in order to diagnose the issue?

I currently have:
OctoberCMS 3.7.11
Rainlab.Translate 2.2.10

The site is located in a subdirectory.
