Cache filter choices to localstorage

whatever you choose resets every time you refresh. definitely it's better to not show inactive orders when you refresh, but it's still annoying if you've made a choice and you keep losing it.

In tauri app we have cachedWritableStore, which sets the store value to local storage, i think we should just port this to ui-components and use it in webapp also
