Add documentation for pre-commit hooks

Precommit hooks with plugins:
Black
isort
and other smaller trivial ones from https://github.com/pre-commit/pre-commit-hooks are added

TODO

• Add documentation about installing precommit hooks on local
• Documentation about using them and how to handle a failed git commit
• Potential conflict between plugins has to be tested out ( I have fixed isort and black's conflicts, didnt not encounter any other ones)
