Its possible to permanently set the priority and IOPriority of applications via registry. However, it is not possible to permanently set efficiency mode for applications without the use of 3rd party programs nor is it really possible to permanently suspend an application once it appears.
It could behave similarly to the timer resolution mod which allows you to limit applications from changing the timer resolution, saving battery life + resources. In addition, it could have a blacklist/whitelist for applications or an apply system wide option to apply it to every process possible (which most applications don't usually have the option for).
The ability to manage system resources with a lightweight mod would be very nice.
