[Taskbar Clock Customization] Allow WebContentsUpdateInterval to take a value in seconds

Currently, the lowest value for the setting is 1 minute (if a value lower is set, the code just takes 1). There should be some way to set a value in seconds so that, for example, all web content updates every 10s or 1s.
