[main] rancher-backup start using rancher/kuberlr-kubectl

Note even after that is merged we need to:

1. Create a new RC tag on BRO for main,
2. Go make a PR to rancher/charts for dev-v2.11 to add new BRO rc,
3. Have QA test that after merging in charts repo,
4. Once validated they will close this issue.
   • If near release we can un-RC tag on BRO repo then do charts PRs; Otherwise,
   • Leave the RC for a likely follow up RC to BRO if we have more work landing

Hey @omkarkhatavkar - I've assigned to you as this should be ready for testing as 106.0.0+up7.0.0-alpha.3 on the dev branch of charts for 2.11. Note, for this app/chart the new image is used as part of the Job used to patch service accounts. So that's where we'll see the new image and be most concerned of observing new errors.

📝 Rancher Backup & Restore Testing

Rancher Version: v2.11.0-alpha5
Cluster Version: v1.31.5-rc1+rke2r1
Rancher Backup and Restore Version: v106.0.0+up7.0.0-alpha.5

✅ Installation Verification

• Installed the rancher-backup-restore chart (v106.0.0+up7.0.0-alpha.5) on Rancher v2.11.0-alpha5.
• Verified that the rancher-backup-patch-sa job is using the rancher/kuberlr-kubectl image successfully.
• No errors were encountered during installation.

🔄 Backup and Restore Testing

• Tested in-place backup and restore with both encrypted and non-encrypted backups.
• The backup and restore processes worked as expected. ✅
