Operator defaults to UTC when run on Redhat cluster with chronyd configured

We've specified chronyd time config on RHEL 9.6 operating k8s 1.32

We noticed that when we scheduled a scan through the CRD that UTC time was used.

We also noticed we couldn't specify time zone in the crd job similar to how Kubernetes cron jobs can be specified.
