Allow export format of xccdf, compatible with compliance management tools

Problem
Compliance Operator only outputs scan results as CSV. Tools like STIG Manager that customers use for continuous compliance management consume XCCDF natively, to do visualization and continuous compliance tracking across systems.

Proposal
Add xccdf download option which will provide a zip file of compliance reports for each node in xccdf format compatible with stig-manager.
