Ensure release notes link to the specific release notes within the release notes documentation.

@Josh-Diamond do you have the details you saw from your recent tests on the behaviour? UI knows mostly what to do here but if there's anything specific you saw, let us know.

Need to sync with Write Club on direct links to a version in the release notes. E.g, if a user is running 2.7.12, clicking on a link to the release notes doesn't bring up the general release notes but goes to the 2.7.12 section. cc @gunamata
