Switch clusters & keep context icon shown when there's only one enabled cluster

Setup

• Rancher version: 2.9.0

Describe the bug

• Pressing alt key will enable the new feature to change clusters but keep same resource context
• This reveals and icon on the cluster badge to show user it's enabled
• This happens when there's only one cluster

To Reproduce

• Set up rancher, no downstream clusters
• Press alt key

Result

Expected Result

• feature disabled

• This covers when there's a single cluster, or there's multiple clusters but only one is enabled
