SSP: Cluster List: User is unable to filter on Provider when SSP enabled

Setup

• Rancher version: v2.11

Describe the bug
On cluster list on the home/cluster mgmt page, the user is unable to filter on Provider when SSP enabled.

To Reproduce

1. Provision downstream cluster
2. Enable Server Side Pagination feature
3. Go to the home/cluster mgmt page
4. In filter search, type the Provider of the downstream cluster (e.g. Amazon EC2)
5. notice no results are returned

Result
The user is unable to filter on Provider when SSP enabled. No results are returned.

Expected Result
The user is able to filter on Provider when SSP enabled. Results are returned.

This unfortunately is a listed regression (see #13043). With rancher/rancher#49267 though there might be a way. Will keep open to investigate
