Rancher AI chat window cannot open when another window occupies right position

Setup

• Rancher version: v2.13.0-alpha7
• Rancher UI Extensions: v2.13.0-alpha6
• Browser type & version: Chrome, FF

Describe the bug
Unable to open Rancher AI agent chat window when another window is already open on the right side.

Workaround: move open window to center or left position

To Reproduce

1. Install Rancher AI by creating a repository (repo: https://github.com/rancher-sandbox/rancher-ai-ui

   branch: gh-pages) and then going to the Extensions page and installing it
2. Open any window and position it on the right side (e.g., "Kubectl Shell", "Execute Shell", etc.)
3. Attempt to open the Rancher AI agent chat window
4. Observe that the AI chat window fails to open

Result
The window manager appears to prevent opening the AI chat window when another window occupies the right side position.

Expected Result
Automatically handle the position conflict by moving or grouping windows appropriately

@yonasberhe23 This bug is related to the wm/isOpen getter.
We can

• Fix it in AI Assistant code base for now, so I opened a new issue here: Rancher AI chat window cannot open when another window occupies right position rancher-ai-ui#86
• Moved the issue in 2.14 to improve the wm/isOpen logic.
