Digital Ocean Droplet Tags not available when editing cluster config

Setup

• Rancher version: v2.12.2
• Rancher UI Extensions:
• Browser type & version: Safari (26.0.1) & Chrome (142.0.7444.162)

Describe the bug

After creating a DigitalOcean cluster it's not possible to set the Droplet Tags for any new Node Groups when adding new groups to the cluster via the Edit Config panel

To Reproduce

• create a new Digital Ocean cluster
• After the cluster has finished, edit the cluster config
• Add new node group

Result

• Notice the button for adding Droplet Tags doesn't show

Expected Result

When adding a new Node Group to a Digital Ocean hosted cluster that it would be possible to set the Droplet Tags.

Additional context

It's possible to add the tags via editing the MachineDeployment Config yaml in the local Rancher cluster but this is just a cumbersome work around and requires other users to know how to do
