Local cluster should not have Authorized endpoint section

  Describe the bug

The ACE is designed for DS clusters and should not be available for local clusters.

To Reproduce

Provision any local cluster

Result
Networking tab is shown with Authorized endpoint section enabled for configuration

Expected Result

ACE should be hidden for local clusters.
If this is the only section under Networking, whole accordion should be hidden
