Acceptance criteria:

• On creation, Ingress-NGINX should be available for prime instances only. Community edition should only support Traefik
• For community, If instance is currently NGINX -> Allow Traefik and dual mode. If instance is currently Traefik -> Only allow Traefik
• For prime, current editing behavior should be preserved
• Both still have an option to disable Ingress
