Describe the bug

When provisioning a downstream CAPA cluster on a dual-stack Rancher setup, it provisions just fine. The issue, however, is that the architecture does not actually show up. This IS NOT the case if I provision a downstream cluster via the UI; the architecture displays just fine. See below for a clearer visual:

Additionally, this seems to be specific to dual-stack Rancher setups. When I provision a downstream CAPA cluster on a Rancher without dual-stack networking capabilities, the architecture shows up fine on CAPA downstream clusters.

To Reproduce

  1. Setup a dual-stack Rancher on v2.15-head.
  2. Provision a downstream CAPA cluster via v2prov CAPI as noted in this documentation.
  3. Note that the architecture does not show up on the successfully provisioned cluster.

Result
Successfully provisioned CAPA downstream cluster has missing architecture on a dual-stack Rancher.

Expected Result

CAPA downstream cluster should have the architecture displayed on a dual-stack Rancher.
