Can't type value for inputs with % units

Setup

• Rancher version: 2.6.5
• Browser type & version: all

Describe the bug
In input with units % it's not possible to type the value.

To Reproduce

• Open any Cluster -> Workload -> Deployment form
• Open Scaling and Upgrade Policy tab
• Type any number

Result
Value is cancelled and any typed key is removed as well.

Expected Result
It's possible to type as using the unit Pods

Code not changed since 22 months, however the bug seems to appear after 2.6.4.

Upon triage, this input control touches a lot of other components, so fixing this for this input has to be handled carefully since this may break the experience elsewhere. Bumping out for now until we can look deeper into this, since delays were introduced and removed at times, then build automation for testing this.

The plan was indeed to create tests for the component which causes the issue.
If the problem is instead caused by the logic from the view, then we may eventually write tests around as well.
Do you know if other views have the same behavior?

Per triage notes, there's something fundamentally broken with this component whereby a loop keeps adding % signs.
