[SURE-11188] Bundles again not evaluating properly the state of resources in the cluster #4630

Issue description:
Bundles are in error, but all resources in it are marked as "Ready" and deployed in the downstream cluster. The error indeed is that there's no error ("This resource is currently in an error state, but there isn't a detailed message available.")
Bundles are in error, reporting an issue with a deployment availability, but deployment is actually available and all replicas are in the cluster
Trying a force update on the gitrepo, on the bundle or on the bundleresource re-evaluates the bundle itself that goes in the state "WaitApplied" for a bit, but then keeps the error state.
Seems that the bundles aren't evaluating correctly the state of the resources in the cluster.
We are running Rancher 2.12.5 with the hotfix image for fleet v0.13.6-hotfix-05d1.2.
Expected behavior:
Bundles should sync their status with the resources in the downstream cluster
