Look into moving Deep Learning and DRAIN models into Nats KV object storage instead of Seaweed

Right now, Seaweed is used to store DRAIN and Deep Learning models. If a Seaweed pod goes down and is restarted, the files which were saved will not be persisted. Hence, investigate saving and loading model files from Nats KV object store instead.
