Provide Project Owners with the ability to configure Grafana secret

Currently, a Project Owner does not have permissions to create or modify a Secret in the Project Release Namespace that can be supplied to Grafana as a Secret containing admin or LDAP credentials.

Describe the solution you'd like

A Project Owner should be able to modify the Grafana credentials via modifying a Secret in the Project Release Namespace; on changes to that Secret, Grafana should automatically be reconfigured to use the new credentials.

This repository uses an automated workflow to automatically label issues which have not had any activity (commit/comment/label) for 60 days. This helps us manage the community issues better.
