The Setting up Local System Charts for Air Gapped Installations documentation seems to imply that it is only for the upstream Rancher cluster. But if only some of your downstream clusters are air-gapped, then this document should clarify that you can also use the same CATTLE_SYSTEM_CATALOG=bundled environment variable that's documented on the cattle-cluster-agent deployment for the air-gapped downstream clusters.
