Make sure projects workflow references project backing namespace, not just ID

Summary

In the workflow page for projects, the section about adding a member to a project says that you should use the project ID for the namespace of the ProjectRoleTemplateBinding, which is not always true. The more accurate value is the project backingNamespace field.

While fixing this, check for any other outdated references to the project ID.
