Add Istio deprecation notice to /latest

The change in #174 contains specific 2.11 references so they were not applied to /latest for the v2.11.0 release since it's not a Prime release and /latest would represent v2.10 still at that point in time.

These changes need to be applied to /latest for the first v2.11 Prime release.
