Remove RC images from prime registry and fix release workflow

Description

We pushed RC images to prime registry, as the legacy release workflow is still being triggered by new tags, even if they're >=v0.25.

The following needs to be done:

• Fix the legacy workflow so that it does not execute on >=v0.25
• Request that the images are removed from the prime registry: EIO ticket https://github.com/rancherlabs/eio/issues/3770

The legacy release workflow is now patched to only run when tags <v0.25.0. This should prevent us from pushing release candidates to prime: #1916. We should monitor the workflow in the coming release, as fully testing changes to GitHub Actions is not feasible unless we create an actual release.

We're still waiting for updates on the cleanup of former release candidates that are already in the registry.
