[Feature Request] Add compatability for Managed Kubernetes distributions

We currently have no standard way to collect logs and other information from managed Kubernetes distributions. I suggest that we modify the Rancher Logs Collector script with a flag to only collect cluster-level information using a local kubeconfig so that we can pull log bundles from EKS, AKS, and GKE clusters.
