actions in the command-line should override previously-set actions

I was playing with the admin/ldap/rbcd module and ran run verbose=true rhost=10.5.132.180 session=1 delegate_to=WIN10_22H2_DJ action=READ
It ran the WRITE action, since I had previously issued the set action WRITE command. It feels like rather than ignore the command-line value, we should ignore what the action was previously set to in favor of what is specified in the run command.
