win2k8 build process stuck at error "waiting for ssh to become available"

I'm trying to build the metasploitable3 win2k8 based on the instruction given, after executed the script build.ps1, it ran but stuck at the ssh error shown in the screenshot. I repeated the build several times and same issue persist. What is the solution?

Try switching the Packer communicator to WinRM.

In windows_2008_r2.json file make these changes:
