[TRACKER] Use cuVS instead of RAFT

Algorithms that rely on components in RAFT that are now deprecated and should be using cuVS instead:

• SLHC (SLHC to Migrate to cuVS Agglomerative from RAFT #6507)
• HDBSCAN: [FEA] Build Single Linkage Linkage API cuvs#820 and [FEA] HDBSCAN to Migrate to cuVS cluster prims from raft::cluster #6560
• UMAP UMAP knn build with cuVS all-neighbors #6563
• Gram Kernel (Use Gram kernel from cuVS instead of Raft #6538)
• RBC

We will eventually want to use the all-neighbors graph (open PR here) call from UMAP.
If this is urgent, I can start off by changing NN Descent calls in UMAP to what we have in cuVS right now.

@jinsolp it's not too urgent but I'd like to get this in by 25.06, and we have about 5 weeks to make that happen.

Hopefully your all neighbors wrapper work will be completed on time for us to use it in UMAP by the time 25.06 burndown starts?
