[FEA] New KVP Types for map_kernel

raft::linalg::map_offset / raft::linalg::unaryOp currently does not support KVP inputs. As a result, in a lot of downstream applications, we have to rely on thrust::transform. This seems to stem from IOType not having KVP types.
