[FEA] Migrate hash strategy to use the new cuco::static_map #2846

The current hash strategy still relies on the legacy cuco data structure, which is planned for deprecation soon.
Describe the solution you'd like
Similar to rapidsai/cudf#12261, we should migrate from the legacy map to the new cuco::static_map.
Describe alternatives you've considered
From my local testing, it appears that this code path is not exercised by any benchmarks or tests. If it’s no longer in use, we might consider formally deprecating it instead of migrating.
