Add any missing PICO_CONFIG to bazel?

Various new build flags have been added in other PRs but are not yet in bazel

Did you have particular flags in mind? The only new PICO_CMAKE_CONFIG recently was PICO_HARD_FLOAT_ABI, but that is trickier to implement in Bazel given the way it currently handles the cortex-m33 flags.

I don't believe PICO_CONFIG settings need separate entries, as those are just C defines, so can be set on both already (target_compile_definitions in CMake, or pass --define to Bazel).
