USB Ethernet adapter (TP-Link UE300) fails on cold boot with Dec 2025 EEPROM on Pi 5 Rev 1.1

Steps to reproduce the behaviour

Pi 5 Rev 1.1 (c04171) with EEPROM Dec 2025 (1765222194)
TP-Link UE300 (2357:0601/0602, RTL8153) stays in mass storage mode (0601) on cold boot
Same adapter works fine on Pi 5 Rev 1.0 (c04170) with May 2025 EEPROM
Same SD card, same adapters - only hardware revision differs
Downgrading to May 2025 EEPROM fixes the issue
Reboot works, only cold boot fails

This sounds like incorrect behavior in the USB ethernet adapter. I suggest deleting the NET_INSTALL_AT_POWER_ON from the bootloader config. You may also want to disable USB boot in the boot-order.

You could also tell the bootloader to ignore the VID/PID of the this USB device.

The USB interface is reset when the kernel starts so the device should reset to default descriptor configuration.
