What happened?
I have installed the most recent version of the Raspberry Pi Imager (v2.0.7) and am attempting to install on a RaspberryPi 5 16GB RAM model.
From the Imager, I choose: Raspberry Pi 5 -> Raspberry Pi OS (Other) -> Raspberry Pi OS Lite (64-bit)
I choose my storage device, then proceed through all of the customisations. Specifically, I choose Washington, D.C. as the Capital city, my Time Zone, then Keyboard layout "us".
When the Raspberry Pi 5 boots, it presents a text-mode blue-background with white table screen, asking me to choose my UK keyboard.
This tells me the customisations are not being picked up by the installer. I have exhaustively attempted to Google search, Gemini search, ChatGPT search, and I've even thrown the damned kitchen sink at this thing to no avail. Our AI overlords don't know that the Raspberry Pi 5 and the Raspberry Pi Launcher and Raspberry Pi OS are all distinctly different things. I am unable to troubleshoot this further.

Of note, prior to attempting with this Raspberry Pi 5, I was able to successfully configure and install on a Raspberry Pi 4 with Raspberry Pi OS Lite (64-bit) and the customisations applied correctly.
On the suspect Raspberry Pi 5 device, I did run rpi-eeprom-update -a. There was a newer firmware and it did get successfully applied.

I attempted with Raspberry Pi OS (64-bit) graphical. The user customisations did get applied in this instance. I do not want a desktop environment, however, with my specific use case.
