Update RF_API_SPEC_PATH to point to new SPEC location #56
Description
The python client points to the old swagger URL, this needs to be updated to reflect its new location at "https://raw.githubusercontent.com/raster-foundry/raster-foundry-api-spec/develop/spec/spec.yml"
