Support for Auth over http for installation of plugins

Description
Any plugin which needs to go through Auth over http should be supported by plugin manager.

Acceptance Criteria

• Should provide a mechanism to configure the auth
• Should be able to download and install the plugins as earlier

Out of Scope

• gcs, s3 - auth support
