Two "Rest break" windows appear #432

Describe the bug
When the rest break interval has elapsed, two "Rest break" windows appear. One can be moved around the screen, while the other (which is in the same position as the initial dialog) doesn't respond to mouse activity.

To Reproduce
Steps to reproduce the behavior:

  1. Wait for the rest break interval to elapse.
  2. Move the first "Rest break" dialog with the mouse and observe that the second is present.
  3. Using Alt+Tab/Alt+Esc, note that the "Workrave" icon has a small arrow indicating that there are multiple windows available to switch to.

Expected behavior
Only one rest break dialog should appear, or one rest break dialog should appear on each screen. The dialogs should behave the same: both should be movable (or not?), have clickable buttons, etc.

Additional context
I have two monitors, which may explain the presence of the two dialogs.
