Windows Setup requires user to accept GLPv3 #648

Describe the bug
The Windows setup program for Workrave requires the user to accept the GPLv3 to run Workrave, in contravention of the GPLv3 itself.

To Reproduce
Steps to reproduce the behavior:

  1. Go to https://workrave.org/download/
  2. Click on v1.10.52 for Windows
  3. Run the downloaded executable
  4. A "License Agreement" page pops up with the text of the GPL v3, and radio buttons for "I accept the agreement" and "I do not accept the agreement".
  5. The "Next" button is disabled and installation / usage cannot occur, unless "I accept the agreement" is selected.

Expected behavior

The GPL v3 states in section 9, in its entirety:

  1. Acceptance Not Required for Having Copies.

You are not required to accept this License in order to receive or run a copy of the Program. Ancillary propagation of a covered work occurring solely as a consequence of using peer-to-peer transmission to receive a copy likewise does not require acceptance. However, nothing other than this License grants you permission to propagate or modify any covered work. These actions infringe copyright if you do not accept this License. Therefore, by modifying or propagating a covered work, you indicate your acceptance of this License to do so.

It is fine for the installer to show the text of the GPLv3 to the user, but it should not be required to accept it in order to install or run Workrave.
