Berkshelf ruby gem sometimes fails to install dependencies

This is due to the ruby repos being generally bad. Filing this for known issues (so we dont lose it)

FYI. We'd have to try this during a failure hour. Embedded Chef Ruby comes with bundler. So we could in theory drop in Gemfile/Gemfile.lock with a know working version of everything to install Berkshelf. Totally hack, and assumes that the rubygems repos issue biting us is in-process replication of dependencies or some such crazy.
