[New spec/interface]: `async` `DatasetCore` interface

All methods in DatasetCore would become promises, and Iterable would become AsyncIterable.

To me, the fundamental difference between the Dataset and Stream specs were always this focus on sync vs async.
Do we really need an async DatasetCore, given that we have Source, Sink, and Store?
