Tooltip Positioned Incorrectly When Browser is Zoomed In

When using the tooltip in Chrome with the browser zoomed in 125% the tooltip infinitely repositions itself causing the tooltip to jump around the page. Also when the tooltip has a max-width set the tooltip jumps around the screen.
