Promotion creation should allow "cart amount greater than 0"

Currently when you create a discount trigger the "Cart Value is greater than" does not allow you to set it to 0. For discounts where we want the discount to always apply, we should be able to set it to 0. You can currently set it to 1, which is almost as good but....
