Restore `--dryRun` for `openapi upload`

We've been using the --dryRun capacity in pull requests to increase confidence for automated documentation updates once a PR is merged. Unfortunately, we had to remove this layer when upgrading to v10. Is there any chance of getting it back?

I can't promise a firm deadline for adding this back, we'd certainly accept a pull request if anyone is willing to contribute this change.
