Geo report map legend should have a title

The map on the geo page tells me what numbers correspond to what shades of blue, but it doesn't tell me what those numbers mean (views).

For whatever reason, this doesn't appear to be an option on this report in the reporting system. I'm not sure there's a good solution here.
