Project: block project deletion from banned users

If a user is banned, we should not allow the user to remove a project. This helps spam users delete and recreate projects after they have been flagged for spam and the user banned. This will involve throwing an error or some other preventative measure on the project deletion view/form.

If we follow this route, we should prevent deleting users that have at least one project flagged as spam as well

I think that makes sense. We'll gather junk users this way, so we might just want to make sure anytime we're pulling user metrics we also inspect banned state on the profile

With #12835 we won't allow deleting projects that are marked as spam. What about not allowing banned users to log in? Doesn't look like we restrict much to banned users 🤔

I think this is on purpose since it's a shadow ban. I understand the idea was to not make obvious that the user was banned; but maybe we have changed our mind here.
