chore(release): publish report improvements

## Summary
Add a CLI changeset so the decision-first report enhancements cut a real
package release.

## Changes
- add a patch changeset for @recallnet/codecontext-cli
- describe the new report grouping and reference summary release notes

## Why
The report work was rebased onto the automated 0.1.2 version commit, which
consumed the prior pending changeset. A fresh changeset is required for the
next publish run.

## Testing
Validated with pnpm lint and pnpm --filter @recallnet/codecontext-cli test.
